Tenants' Rights

DC should restore and strengthen TOPA (the Tenant Opportunity to Purchase Act) to give tenants the right to purchase their building before it's sold to an outside buyer.

Background context

TOPA (DC Code Title 42, Chapter 34) gives DC tenants a right of first refusal when their landlord wants to sell. Recent amendments narrowed its scope. Strengthening TOPA is a key anti-displacement tool.
